DEI stands for Dedicated, Educated, and Irritated, which I define as follows: 
Dedicated = Devoted to a task or purpose; having single-minded loyalty or integrity.
Educated = Resulting from or having had a good education.
Irritated = Aroused to impatience or anger!
Sounds right to me.
